Every person living in Zhenghe, a formerly poverty-stricken area of Nanping, East China's Fujian province, has now been raised from poverty due to a series of policies and other efforts by the local government, according to a news conference held on Aug 13.

Fujian authorities said that 6,458 impoverished people in Zhenghe's 40 poverty-stricken villages were lifted out of poverty this April due to targeted poverty alleviation programs implemented by the provincial government.

Huang Aihua, Party secretary of Zhenghe, said that the province had sent 11 groups of 1,486 technicians to introduce agricultural technology and new business models to the county.

Zhenghe has also strengthened efforts to develop industries such as e-commerce, modern agriculture, and tourism. A provincial industrial park was established in the county in a bid to boost employment and increase incomes for residents. The park now houses 105 enterprises receiving 10 billion yuan ($1.44 billion) in investment, creating more than 600 jobs for local impoverished people, according to Huang.

Certain types of agriculture were promoted in the county as well, and a pilot program was launched to explore ways of allowing farmers to transfer land-use rights in exchange for income, noted Huang.

She added that the county is also focusing on boosting rural tourism, which in turn has increased sales of agricultural products.

Zhenghe county allocates 6 million yuan to 12 pilot villages every year, which is used to develop the county's collective economy and optimize its agriculture production facilities, according to Huang.

Zhenghe authorities have said that the county will develop its industries by focusing on unique locals features, strengthen poverty alleviation efforts, and promote rural revitalization in an effort to bring "xiaokang", or moderate prosperity, to all villagers.
