During the second session of the 14th National People's Congress (NPC), China's national legislature, NPC deputies based in the East Lake High-tech Development Zone (also known as the Optics Valley of China, or OVC) made many constructive suggestions in terms of industry, talent and social welfare.

You Zheng, president of Huazhong University of Science and Technology, and a deputy to the National People's Congress, suggested the formation of a “discipline + industry” pattern. He  also suggested focusing on application scenarios for future industries in order to promote the in-depth integration between talents, innovation chains, and the industrial and capital chains.

Li Jie, chairman of Humanwell Healthcare Group Co and a national legislator, made a suggestion that the country should develop standardized healthcare fees for cancer diagnosis and treatment, gradually incorporating home and community service costs into basic medical insurance, long-term care insurance, and other supplementary medical insurance categories.

Yan Dapeng, vice chairman of Wuhan Raycus Fiber Laser Tech Co and an NPC deputy, believes that China has established relatively complete industrial chains for its laser and smart manufacturing, optical communications, optical display, and optical sensing sectors. In regards to this, Yan suggested that the nation needs to enhance top-down design of industries, create more industry-education integration consortiums, and foster more middle and high-level professional personnel.

Ma Xinqiang, president of HGTECH and a national legislator, called for more efforts to inspire and protect entrepreneurship, focus on strategic emerging industries and future industries, and further increase the proportion of talents with master's or doctoral engineering degrees. Ma also pushed for the establishment of a State-level sic-tech achievement supply chain platform.
