OVC boasts a large number of overseas and domestic talents, largely due to its supporting talent policies.

The East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) has rolled out supporting policies for high-quality personnel willing to work or start new businesses in the valley.

Under the 3551 OVC talent scheme, top scientists or leading figures in their fields can receive a maximum subsidy of 100 million yuan ($13.78 million). Prominent entrepreneurs, innovative talent, high-end management staff members, high-tech service talent, OVC industrial professors, and preeminent young talent will also be granted subsidies ranging from 300,000 yuan to 1 million yuan.

High-end individuals holding bachelor's, master's or doctoral degrees in the fields of IC, laser, basic software development and AI will also be subsidized with funds ranging from 20,000 yuan to 150,000 yuan.

Outstanding individuals and research groups participating in the China Optics Valley 3551 International Entrepreneurship Competition will also receive grants of up to 1 million yuan.

National and provincial industrial innovation centers, manufacturing innovation centers, and technological innovation centers will be given funds of 2 million yuan and 1 million yuan respectively every year for talent recruitment expenditures.

Different kinds of talent will also enjoy discounts and preferential policies in healthcare and housing.
