The government of the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) recently authorized the use of the "Optics Valley Digital Talent Card", which mainly targets high-end talent included in the 3551 talent program and other related high-quality personnel programs.

The talent card was designed to provide comprehensive one-stop services to talent in the valley who are engaged in government affairs, children's school enrollment, medical care, finance, housing, transportation and commercial activities.

With the card, talents are entitled to make appointments with experts in the tertiary Class-A hospitals, sign up for physical examinations, use the VIP channel at railway stations and airports, participate in high-end activities, and apply for special loans for talent and entrepreneurship.

The services are offered jointly by the government and market players, and embody the joint efforts between authorities and many banks such as the Industrial and Commercial Bank of China, China Construction Bank, and China Merchants Bank, whose services are offered all over China.
