Abstract:

Paying attention to the current situation of newly returned overseas Chinese and providing relevant service are related to the continuity of overseas Chinese affairs and the sustainable development of overseas Chinese affairs resources. 

1. The overseas Chinese affairs department should master all overseas Chinese affairs resources and timely grasp the newly returned overseas Chinese's development. First is to learn the situation of the personnel who meet the requirements of the application for returned overseas Chinese, and go through the procedures for the identification of returned overseas Chinese on the premise of their own will by strengthening contacts. 

The second is to classify and sort out the data of new and old returned overseas Chinese who have settled down in China. 

The third is to establish an information-sharing system with the entry and exit registration authorities and the "five overseas Chinese" authorities to better serve the newly returned overseas Chinese. 

2. Strive to create an environment conducive to the participation of newly returned overseas Chinese in politics. 

The first is to attract influential representatives to join the people's congresses and CPPCC committees at all levels, democratic parties, overseas Chinese Federation, the youth federation, Federation of industry and commerce, and overseas Chinese community organizations, to provide them with platforms and opportunities to express their opinions and suggestions; 

The second is to win the hearts of new overseas Chinese, gather their strength, strengthen the guidance of the core socialist values of newly returned overseas Chinese, and improve their sense of identity with the socialist system with Chinese characteristics. 

3. Strive to create an environment conducive to the development of new returned overseas Chinese to work at ease and devote themselves to their career. 

Overseas Chinese affairs departments at all levels should play a pivotal role, work with relevant departments to further improve relevant policies, play an intermediary and auxiliary role, build a platform for the development of new returned overseas Chinese, and provide them with sound service. Meanwhile, they should properly solve a series of problems, such as household registration, length of service, family work, children's schooling, housing placement, enterprise registration, financing and taxation, and help to create a sound environment for the newly returned overseas Chinese to have work. 

4. Highlight the key points, attach importance to and strengthen the work of new returned overseas Chinese in science, education, culture and health system. 

The first is to strengthen the contact with Party committees of universities, scientific research institutions and medical and health units to help solve the difficulties and problems in the work and life of the new returned overseas Chinese and give more business guidance and related support to the grass-roots units. 

The second is to strengthen contact with the management committees of the industrial parks where the newly returned overseas Chinese are concentrated in entrepreneurship, improve their awareness of serving the newly returned overseas Chinese through publicity, and comprehensively improve the work of serving the overseas Chinese. 

The third is to further improve the work of new overseas returned Chinese and attract more to come back for development and service by strengthening the contact and exchange with overseas Chinese in universities and scientific research institutions.
