Abstract:

It is suggested that the state should incorporate the issue of building a moderately prosperous society in all respects in the western region as a key research topic in the preparation of the 13th Five-Year Plan (2016-20), conduct in-depth investigation and research aim at ensuring that a moderately prosperous society will be built in all respects in 2020 simultaneously with the whole country. Increase support, and ensure that the western region can build a moderately prosperous society in all respects as scheduled.

1. During the 13th Five-Year Plan (2016-20) period, the state should continue to increase the investment to infrastructure construction in the western region.

2. During the 13th Five-Year Plan (2016-20) period, the state should continue to increase the financial transfer payment to the public service sector in the western region.

3. During the 13th Five-Year Plan (2016-20) period, the financial policy should be continued to be in favor of the industries in the western region.

4. During the 13th Five-Year Plan (2016-20) period, the industrial policy should be continued to be in favor of the western region.

5. During the 13th Five-Year Plan (2016-20) period, the talent policy should be continued to be in favor of the western region.

6. During the 13th Five-Year Plan (2016-20) period, the support should be continued to be in favor of the western region.

7. The inspection and supervision work should focus on the issue of an overall well-off society in the western region.
