Suggestions:

1. The grassland ecological construction should be listed as a national large-scale ecological construction plan. It requires setting up special funds, with state compensation as a major source, and implementing a long-term mechanism of grassland ecological compensation jointly established by the central government, local governments, society and herdsmen.

2. Establish fiscal and tax mechanisms for grassland ecological compensation.

3. Guided by the Scientific Outlook on Development, following the objective laws, adhering to putting the people first, respecting the ecological knowledge accumulated by nomads in practice for thousands of years, researching and inheriting the ecological ethics spirit in grassland culture, respecting the initiative spirit and sincere feelings of herdsmen, respecting the bold exploration of grass-roots level in pastoral areas, and encouraging reform and innovation experiments. At the same time, give priority to the development of education in pastoral areas and raise the herdsmen’s cultural level.

4. Reform the management systems which are not appropriate to the grassland ecological construction.
