Proposal to attach great importance to the protection of Beijing-Hangzhou Grand Canal and launching the World Heritage Site application

Suggestions:

1. Establish a unified and coordinated mechanism led by the leaders of the State Council, organize the relevant departments, provinces and cities to plan and implement the protection and the World Heritage Site application of the Beijing-Hangzhou Grand Canal. 

2. Set up a research institution with the participation and support of relevant ministries and commissions, relevant experts and coastal governments to conduct investigation and research and value assessment and to find out the essential details of the Grand Canal. 

3. Under the guidance of the scientific outlook on development, the overall protection plan of the Grand Canal should be formulated as soon as possible. 

4. According to the requirements of the Convention Concerning the Protection of World Cultural and Natural Heritage and requirements of the World Heritage Site application, it should take the declaration of both the natural and cultural heritage and the intangible cultural heritage into account. The declared items should be innovative to elaborate on its unique and important heritage value and strive for formal declaration in the next five years. 

5. Collect and publish the unified identification of the Beijing-Hangzhou Grand Canal Heritage.
