Abstract:

The state should attach great importance to and support regional economic cooperative development in Wuling Mountain's non-Han ethnic area. 

To effectively realize the regional economic cooperation, the Wuling Mountain's non-Han ethnic area should develop in accordance with the scientific outlook and via measures including enhancing coordination among administrative districts, as well as building transportation infrastructure, establishing markets, developing major industries and conducting the broad education with proactive planning, so as to promote the area's coordination and opening up. 

The first is to establish Wuling Mountain's non-Han ethnic area as the pilot area of regional economic cooperation and development of non-Han ethnic groups. Give some special policy support, and make some explorations in sectors including the investment system, management system and operation mechanism, to provide the basis for the state to formulate the relevant policies of the country's contiguous border minority areas. 

The second is to further enhance the support to the Wuling Mountain's non-Han ethnic area. 

1. Construct transportation. In terms of the highway, high-quality highway routes such as Baotou to Maoming, Chongqing to Zhangjiajie and Zhangjiajie to Yichang should be built. In terms of railway, the east extension of the railway routes of Qianjiang to Zhangjiajie and Chongqing to Huaihua should be constructed as soon as possible, the electrification reconstruction of railway routes including Chongqing to Huaihua, Jiaozuo to Liuzhou should be accelerated to increase the transportation capacity. In terms of aviation, the expansion of Zhangjiajie Hehua airport and the construction of Zhijiang airport should be accelerated. 

2. Establish big markets. Accelerate the construction of a unified and open market system in Wuling mountain's non-Han ethnic area; develop and arrange a number of regional markets featuring production factors, and strive to create an environment for all kinds of market entities to use production factors equally; actively develop modern circulation pattern; strengthen the construction of the agricultural product market system; improve market operation rules, strengthen market supervision and management; establish and improve social credit system. 

3. Develop major industries. The government should increase support for ecological agriculture, biological industry, processing industry of specialty mineral products and hydropower energy in Wuling Mountain's non-Han ethnic area. 

4. Conduct broad education. Support primary and vocational education in ethnic areas. 

5. Increase policy support. It is suggested that Wuling Mountain's non-Han ethnic area implement the preferential policy that 80 percent of the annual value-added tax in the national ethnic autonomous areas should be transferred from the central government to the ethnic areas. The financial system should change the mode of centralized power, release the restriction on the quota of local loans, and increase support for Wuling mountain ethnic area, add loan quota for ethnic minority areas, expand loan authorization and improve loan review efficiency and extend the up-time of loan.
