Abstract:

1. The central government should hold a working conference as soon as possible to formulate and issue guidelines, and establish a leading group and office for promoting the development of the central region under the State Council.

2. Take the task of promoting the development of the central region as an essential part of China's 11th Five-Year Plan (2006-2010).

3. Improve the fiscal and taxation system in the central region and increase the transfer payments from the central government.

4. Increase support for major grain-producing areas in the central region to ensure food security throughout the country.

5. Support the central region in adjusting and optimizing its industrial structure, and enhance its comprehensive competitiveness.

6. Increase financial support.

7. Give full play of the geographical advantages of the central region and accelerate the transportation infrastructure construction.

8. Support the ecological construction and environment protection of the central region and increase its sustainable development capacity.
