Content:

1.The leading officials at the department and bureau level of the central Party and state organs or those on the county level of the local state organs who have spouses or children that study, work or settle down abroad, must declare the truth to the discipline inspection and supervision department for the record.

2. Items to be declared must include: (1) Name of the child and his or her relationship with him or her; (2) reasons for going abroad; (3) countries and regions where he or she studies or settles down; (4) expenses required and their source; (5) current bank accounts and account vouchers; (6) supporting documents to ensure the authenticity of the above situations; (7) other supporting documents.

3. When the officials propose to declare, the discipline inspection and supervision department should establish the file of overseas study and settlement of the immediate relatives of the Party and government leading cadres as an integral part of the cadres personnel archives. The officials concerned should annually report and update relevant information in the report on work and integrity at the year-end assessment or report and update information within two months after the actual change.

4. This declaration system must be included in the publicity procedure of leading cadres' appointment, and such a situation should be specified; otherwise, they cannot be promoted and appointed.

5. To avoid any violation of the declaration system including failing to declare, fake information declaration, concealing the truth, forging certificates and delaying the declaration, the corresponding disciplinary punishment should be given in accordance with the relevant provisions of the regulations of the Communist Party of China on disciplinary punishment and recorded in the cadres' personal archives.

6. The specific work should be carried out by the discipline inspection and supervision departments at all levels. If the leading cadres of the discipline inspection and supervision departments have spouses and children studying, working or living abroad, the discipline inspection and supervision departments at the higher level should be responsible for the implementation.

7. Directors and managers of the State-owned enterprises should follow the same process as the Party or government cadres at the same level.
