Proposal to develop a circular economy to revitalize old industrial bases in northeastern China

Content: 

Developing a circular economy plays an important role in implementing sustainable development, adjusting the industrial structure, solving pollution and boosting regional economy. Liaoning province has explored developing such an economy, with achievements in construction of companies related to circular economy and ecological industrial parks, as well as a social mode that recycles and re-uses urban resources. Therefore we propose to: 

1. Combine development of a circular economy with renovation and revitalization of old industrial bases to open a new channel for industrialization. 

2. Introduce the idea of a circular economy into economic structural adjustment and industrial transformation at old industrial bases in northeastern regions, with proactive planning, step-by-step trials and implementation. 

3. Consider the technical capability and the impact on resources and ecology when making plans for transforming old industrial bases and building new industrial cities. 

4. Encourage cities that have run out of resources to develop associated resource and waste industries. Industrial transformation should be taken into consideration before mines are exhausted. A strict exploitation plan should be adopted to delay exhaustion. 

5. Explore a circular economy in the agricultural sector. 

6. Take recycling of industrial and life waste as a new growth engine of the economy. It furthers environmental protection, re-use of resources and employment.
