There are inherent major contradictions of the Mogao Grottoes: the growing number of tourists and the limited space of the attraction; the increasing interest of tourists in the history, culture and art of the grottoes and the traditional method of giving them a simple tour guide and brief introduction; the economic benefit of tourism and the protection of relics.

Hereby we propose to:

1. Strengthen management of tourists.

2. Increase tourism sites.

3. Promote infrastructural construction, of which the most important is to build a multi-functional tourist service hall, including exhibitions, film broadcasts, virtual experiences and shopping.

4. Give more financial support to building the tourists' service hall by government subsidies and other financing channels, to enlarging the global influence of the attraction, and to contributing to the economic and cultural development of the country.
