Proposal to adjust current corporate approval and license management system after China joins the WTO

Content: 

1. After China joins the WTO, we should reduce limitations on foreign companies doing business in China. Regional governments should also adjust policies towards foreign companies in accordance with the law. 

2. Preferential policies for foreign companies should be adjusted. 

3. The articles about approval for foreign companies in the foreign investment law should be revised. 

4. Approval for foreign capital in certain sectors, such as pharmaceuticals, architecture and real estate, to set up companies in China and do business in China can be done at one time. The foreign capital authorities can authorize necessary business permit departments. The information should be reported to foreign capital authorities. 

5. To sectors that do not violate Chinese law, industrial associations, instead of foreign capital authorities, should inspect and assess foreign companies and decide whether to give them business licenses. The information should be reported to foreign capital authorities. 

6. Current approval and registration processes for foreign capital to establish companies in China should be simplified. 

7. There is no need to set up industrial associations that only target foreign companies. 

8. Approval conditions for franchises that are not clear in current law should be specified, at both national and local levels. 

The operation of industrial associations should be improved. When China joins the WTO and opens itself to foreign capital, we should reduce restrictions and offer equal rights to domestic and foreign investors.
