Content: 

1. The purpose is to revitalize border economies, enrich the people living there, speed up social and cultural development and maintain stability. It needs joint efforts to support their development and to ultimately make them new growth engines for China's economy. 

2. The State Council should lead in surveys of border areas and formulate policies targeted at short, middle and long-term development. Assistance from other regions should be encouraged in all sectors. 

3. Special funds should be given by national finance to help revitalize border areas and make local people more prosperous.
