Abstract:
1. A law on the Yellow River should be enacted as soon as possible. Issues about the interests of the upstream and downstream regions, the left and right bank, as well as regional governments and central departments, should be solved on a legal basis. Joint efforts should be taken to deal with flood control and disaster reduction, water and soil conservation, poverty-alleviation, resource development and environmental protection.
2. The Yellow River cutoff should be dealt with as soon as possible. A water resources management institute should be founded to regulate water allocation and for unified control. The water conservation program of the river should be enrolled in the national economic development plan, and should be financed by the government. Water prices needs to be adjusted. The South-to-North Water Diversion Project should be sped up.
3. The country should enlarge investment in governance of the Yellow River.
