Proposal to crack down on production and sale of counterfeit commodities to promote healthy development of the socialist market economy

Content: 

1. We suggest the Standing Committee of the National People's Congress revise related laws to step up efforts to ban production and sale of counterfeit commodities. 

2. We suggest the central and local governments specify requirements for anti-counterfeiting work, and include the task into officials' job assessment. 

3. We suggest all relevant departments, under the leadership of the State Council, initiate a nationwide battle against forgery, especially any that damages human life and industrial and agricultural production. There should be a crackdown on major cases to alert the public and deter people from such illegal behaviors. 

4. We suggest industrial and commercial administration work together with technical supervision departments to tighten regulation and ensure economic order. All competition and promotion in the market should be supervised under laws and regulations. 

5. We suggest media make regular anti-counterfeiting reports. We suggest provincial and municipal-level newspapers publish hot-line phone numbers for the public to report illegal activities. 

6. We suggest giving more human resources, funds and authority to consumers' associations at all levels. People who make significant contribution to report forgery should be amply awarded. 

7. We suggest public security departments to establish an accommodation guarantee system for the non-native population, to avoid unemployed counterfeiters from building workshops around any city. Landlords who rent houses to counterfeiters should also be punished.
