The central route of the South-to-North Water Diversion Project has major implications for national economic development. I suggest that the construction of the central route be included in the Eighth Five-Year Plan (1991-95) so as to keep the preparation going and ensure that actual construction can start during the Ninth Five-Year Plan (1996-2000) period.
