Content: 

1. Further raise the awareness of all levels of officials about the importance and necessity of improving the rural household contract responsibility system and reinforcing its application. 

2. Further clarify the direction for improving and strengthening the rural household contract responsibility system. Allow the coexistence of collective production and household production, develop the collective economy and build a support network around agriculture that involves both public and private players, as instructed by the CPC Central Committee and the State Council. 

3. To accommodate the changing needs of the rural household contract responsibility system, distribution and operation mechanisms compatible with the system should be established in a planned and targeted manner to serve the development of the rural market economy.
