We suggest that the State Council instruct the Price Bureau and Ministry of Material Management to carefully formulate a plan to phase out the dual-track pricing mechanism for producer goods. The overhaul should end with the complete abolition of the dual-track pricing mechanism. Scrapping the mechanism provides a guarantee for the country's key construction projects and is conducive to building a clean government.
