We suggest that hydroelectric power stations and thermal power stations with a combined capacity of 21,000-27,000 megawatts be built within the Three Gorges Dam supply range in East China, Central China and eastern Sichuan province. Construction should first begin at locations with better conditions. Scattering power stations across different regions can cut costs by shortening the distance between the stations and the end users. After reservoirs are built along the tributaries and upper reaches of the Yangtze River, some of the silt and floods will be intercepted. At the same time, measures must be taken to protect the land from degradation. Before the construction of the Three Gorges Dam begins, a series of technical problems must be dealt with first, such as the impact of sediment on ship movement, and landslides and rockfalls in the reservoir area. We must act with prudence to ensure the Three Gorges Dam does not harm but benefits future generations.
