Content: 

1. We suggest that the CPC Central Committee and the State Council further study the importance and urgency of cultural relic protection and order an immediate stop to the destruction of cultural relics and historical sites around the country. 

2. Draft, pass and enforce a law on the protection of cultural relics as soon as possible. 

3. Strengthen leadership over the National Cultural Heritage Administration and provide more financial support, material aid and human resources for the restoration of cultural relics and historical sites. Specialists (including artisans) should be invited to participate in the restoration. 

4. Create a strong administrative apparatus to lead the protection campaign. For example, a National Commission on Cultural Heritage Protection. 

5. Establish a school that teaches how to appraise, protect and restore cultural relics in order to pass on the skills to the next generation.
