Content:

1. We suggest that the CPC Central Committee's United Front Work Department, Publicity Department, and Organization Department, together with the Ministry of Education, the Ministry of Culture, the State Science and Technology Commission and other departments concerned, form a team to conduct research on a group of representative cases regarding intellectuals. 

2. Prepare Guidelines on Several Issues Concerning the Implementation of the Party's Policy on Intellectuals on the basis of thorough research and forward them to the central government for approval before implementation. 

3. Reshape the public's biased views on intellectuals using various forms of publicity such as newspapers, radio, films and plays.
