Proposal to set up work-study technical schools at the existing practice factories in colleges and universities to train students who are capable both physically and intellectually

Content: 

1. It is more economical to set up work-study schools at the practice factories in colleges and universities than to do so at regular factories. Running a work-study school at a regular factory may disturb its work schedule and affect production. Building a separate factory specifically for housing the work-study school would cost a lot more. The existing practice factories in colleges and universities, however, are not tasked with production. Running a work-study school there would need no maintenance staff and cut educational expenditure. These schools can also create wealth for the country by engaging in production. 

2. Pilot this approach at existing practice factories in selected big cities before it is applied in more regions. 

3. For work-study schools set up in underutilized practice factories, the time allotted for practice sessions and production sessions should be apportioned properly. 

4. For work-study schools set up in more utilized practice factories, practice sessions could be scheduled during daytime hours and production sessions could take the nighttime slot. 

5. Practice factories at colleges and universities housing the work-study schools could hand over machinery maintenance to the school, which means fewer administrative departments for these colleges and universities and better support for the practice sessions.
