In order to be a pioneer in high-quality development for the capital, the BDA has aimed to establish itself into a zone specialized in the transformation of scientific and technological achievements with global influence, driving technological innovation, deepening reform and high-end, precision and sophisticated industries, while offering a green urban area for citizens’ to work and live in. The BDA aspires to set the standard for comprehensive development among global industrial new cities.
As a national-level economic development zone and a national high-tech industrial development zone, the BDA is also eligible for the favorable policy of three other zones – Zhongguancun National Independent Innovation Demonstration Zone, the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone.
The BDA stands as the only economic zone in China to enjoy preferential policies designated for five zones of different functions at the same time.
To foster an environment conducive to the development of high-end, precision and sophisticated industries, the BDA is continually refining its policy system.
It has designed a comprehensive and tiered policy framework after taking into account the specific needs of industrial growth and the dynamics of business lifecycles.
To advance its leading and strategic emerging industries, the BDA has issued more than 30 specialized policies covering such fields as integrated circuits, pharmaceuticals and healthcare, high-end medical devices, gene therapy, hydrogen energy, satellite and network communication, audiovisual, and gaming.
The BDA is also actively promoting Beijing's construction of the "Two Zones" - the Integrated National Demonstration Zone for Opening up the Service Sector and the China (Beijing) Pilot Free Trade Zone (Beijing FTZ).
It has arranged a plot of land spanning 27.83 square kilometers as Beijing FTZ's high-end industrial area and has centered around the development of high-end industries.
It has issued a three-year action plan for promoting the Beijing FTZ, which contains 30 policies in the first batch.
