Lushunkou has been the lead among other districts in Dalian to complete the region's unified strategies for layout planning and development and city design, providing guidance and a basis for whole region's space strategy layout planning, the control planning for each group, and the city designing, which have provided guidance and basis for the whole region's urbanization program. 

The construction of the new city region, also known as the "development zone", as well as the core areas related to the agricultural zones, haves now been launched and are in full swing.

The construction of 15 resident relocation areas has been started to expand the urban space. Yida First County, Shimao Glory City, Kaishi Xi County, Beicheng Eco-city, China Railway Amber Bay, China Metallurgical Qiancheng, and other projects have also been implemented smoothly.

Protection, restoration, and utilization over Taiyanggou Historical & Cultural District have been carried out successfullyin full swing, whilst; work for the military production replacement and the old building maintenance has been sped upaccelerated.

Construction for the functional infrastructure has been comprehensively promoted. 4 roads with a total length of 34.5 km have been newly built and the construction of Yanbo Road, Shuibei Road, and Jiangguo Road has effectively led to the development of the city group.; we have taken the lead to complete the lead has been taken to complete the resettlement work for Lushunkou’s section of 202 light railway Lushunkou section, which has in turn created conditions for the project's construction; The link road project (Phase I) for the new and old city has been completed and 4 main roads for the new city have been commenced for construction. 

The Beihai 66 KV power transmission & transformation project as well as Shuyu and Anyun 220KV electric transmission lines have been completed while construction on the transformer substation Anling 220KV transformer substation has been commenced for constructionalready begun, resulting in an increasingly reliable power supply for Lushunkou. 

Moreover, upon which our district's power supply guarantee capacity has been further enhanced. Lushunkou North Road Sewage Treatment Plant has passed the acceptance inspection as the main works for the Sewage Treatment Plant in the development zone have been finished.
