Lawmakers praise courts for efforts in practicing whole-process people’s democracy

Lawmakers attending the third session of the 14th National People’s Congress (NPC) praised the efforts of people's courts in practicing whole-process people’s democracy, noting that such efforts have further bolstered public confidence in judicial justice.

While deliberating the Work Report of the Supreme People’s Court (SPC) on March 9 and 10 during the NPC session, deputies widely acknowledged courts’ continued commitment to a people-centered approach in judicial work. They said that courts in the country are always ready to accept people’s supervision, safeguard the legitimate rights and interests of the people, and make the will of the people reflected in all aspects of judicial adjudication.

In 2024, the SPC handled 360 suggestions submitted by NPC deputies during the annual NPC session, responded to 4,305 comments made during deliberations of the SPC work report, and addressed 349 suggestions received in routine work. 

Yang Zhensheng, an NPC deputy and director of the Civil Affairs Service Center in Tangshan, North China’s Hebei province, noted that the SPC has actively handled suggestions from NPC deputies while implementing the decisions of the Communist Party of China (CPC) Central Committee. Yang said this effort has helped address pressing concerns of the public, and supported deputies in perfoming their duties effectively, ensuring timely responses to people’s concerns.

Throughout the year of 2024, courts at all levels invited 3,737 NPC deputies for court inspections, to conduct research tours, participate in mediation of disputes, and witness judgment enforcement. 

Ma Fuchang, an NPC deputy and deputy director of the Chronic Disease Institute at the Qinghai Provincial Center for Disease Control and Prevention, praised courts for providing platforms and opportunities for deputies to perform their duties, saying “visiting courts and getting closer interacting with judges have allowed me to witness firsthand the progress and development of various aspects of the judicial work.”

In November 2024, Zhang Jun, president of the SPC, presented a report on administrative adjudication work of the people's courts at the 12th session of the 14th NPC Standing Committee. 

Yan Aoshuang, an NPC deputy and vice-chairman of the Beijing Municipal People's Congress Standing Committee, highlighted that the report addressed public concerns effectively and reflected the SPC's solid work in the area.

In January 2025, leading officials of the central committees of non-CPC parties and the All-China Federation of Industry and Commerce, and representatives of personages without party affiliation gathered at a symposium hosted by the SPC, offering their suggestions on issues of public concern such as crackdown on telecom and online fraud, equal protection of the legitimate rights and interests of various market entities and effective resolution of disputes. 

Wang Lianzeng, an NPC deputy and chairman of Huayu Agricultural Science and Technology Co, applauded the courts’ openness to democratic supervision, saying that the SPC has consistently supported non-CPC parties and other organizations in participating in administration of State affairs and political consultations, truly practicing whole-process people's democracy.

In 2024, the SPC handled 180 proposals from members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), visited and received visits of 273 CPPCC National Committee members, and enhanced the mechanism for accepting, handling and giving feedback on proposals of the CPPCC National Committee members.

Zhou Shanhong, an NPC deputy, chairman of Jiangsu Wanshun Group and a specially invited supervisor of the SPC, said that by widely accepting social supervision, courts can promptly identify and rectify problems in their work, and enhance public trust and support for judicial work, thereby laying a solid foundation for building a society based on the rule of law.
