SPC actively responds to suggestions of NPC deputies to ensure social stability
The Supreme People's Court (SPC) has taken active measures over the past year to respond to the suggestions made by deputies to the National People’s Congress (NPC) regarding the implementation of the Peaceful China Initiative to ensure national security and social stability.
It has combined the handling of NPC deputies' suggestions with the efforts to address prominent issues related to the rights and interests of the public. By fully leveraging its judicial functions, the SPC strove to safeguard high-level security through high-quality adjudication.
During the second session of the 14th NPC last year, some NPC deputies made suggestions on further intensifying efforts to combat telecom and online fraud. In response, the SPC, in collaboration with the Supreme People's Procuratorate and the Ministry of Public Security, has released three legal documents concerning the application of law in handling criminal cases of such fraud, standardizing judgment and ensuring rigorous punishment for crimes related to cross-border telecom and online fraud.
Throughout the year, courts across the country have adhered to the holistic approach to national security and punished various crimes that endanger national security and social stability.
Last year, courts in Central China’s Hunan province concluded 98 first-instance cases of gang crimes involving 620 individuals. In Southwest China’s Yunnan province, courts concluded over 4,000 cases of derivative crimes involved in telecom fraud.
At last year’s NPC session, NPC deputy Zhang Hui made suggestions on enhancing the ability to address the root causes of disputes with diversified resolutions. The SPC attached great importance to Zhang’s suggestions, and discussed with the deputy in Kunming, capital of Yunnan, listening to her opinions and suggestions on the issue.
For a long time, courts have strengthened guidance on mediation, promoting effective and solid mediation efforts to resolve a large number of disputes at the grassroots level. In 2024, courts throughout the country resolved over 12 million disputes through mediation, effectively safeguarding social harmony and stability.
In another development, NPC deputy Wang Zhijie focused his suggestion on the justifiable defense system, emphasizing the importance of case studies. He suggested fully leveraging the role of exemplary cases to clearly define and categorize situations that meet the conditions of justifiable defense.
The SPC has released numerous typical cases and launched the case database in February 2024, which is open to the public and plays a crucial role in promoting the correct and unified application of the law. The case database is conducive to improving judicial transparency and enhancing the judicial capabilities of judges.
