Zhang Jun inspects courts in Sichuan

Zhang Jun, president of the Supreme People's Court (SPC), led a team to inspect court work in Southwest China's Sichuan province between Aug 19 and 21. The team met with judicial staff in the province to discuss studying and implementing the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China (CPC) and exchanged views on how to further deepen reforms in the judicial field.

They visited the mediation office of the people's court of Ebian Yi autonomous county and Emeishan comprehensive governance center, learning about local efforts to address disputes. Zhang emphasized the important role of people's courts in ensuring fair and efficient adjudication of every case to safeguard social fairness and justice. He urged a proactive commitment to upholding and developing the Fengqiao model for promoting community-level governance in the new era, and enhancing the Party organization-led urban and rural community governance system based on self-governance, the rule of law, and the rule of virtue, as outlined in the third plenary session of the 20th CPC Central Committee.

At the internet tribunal, environment and resources tribunal and intellectual property tribunal in Chengdu, the provincial capital, the team learned that the courts have handled a series of new-type cases, many of which are firsts in the country. While handling cases in accordance with the law, these courts have engaged in prospective studies, providing a basis for the improvement of adjudication and governance rules in related fields.

Zhang said during the visit that the people's courts should fully implement the guiding principles of the third plenary session in a comprehensive and accurate manner. He highlighted the need to not only rigorously implement the specific directives for judicial adjudication but also to effectively integrate judicial work into Chinese modernization, using the high-quality development of judicial work to drive economic and social progress.

At a symposium held at the High People's Court of Sichuan Province, deputies to the National People's Congress and a member of the National Committee of the Chinese People's Political Consultative Conference commended the work of the people's courts in Sichuan and offered constructive suggestions based on their research. Officials from local courts gave an outline of their work in juvenile protection, adjudication management and talent fostering at the symposium. Wang Shujiang, president of the Sichuan High People's Court, gave a presentation on the court's overall work, with a focus on existing challenges and prospective solutions.

Speaking at the symposium, Zhang acknowledged that the suggestions put forth by the NPC deputies served as both inspiration and motivation to judicial officers. 

Drawing from the research findings and issues raised during the inspection tour, Zhang outlined key requirements for enhancing the work of the people's courts in the province.

He urged efforts to maintain security and stability, coordinate high-quality development and high-level security, and handle every case following the requirements of serving economic and social development and overall stability, to ensure the synergy of political, social and legal effectiveness.

Efforts are needed to implement and improve judicial accountability mechanisms, standardize the exercise of judicial power and judicial transparency, and proactively accept oversight in order to improve judicial adjudication, he said.

Adjudication management needs to be streamlined, targeted and differentiated, and the role of judgments in legal education and oversight should also be enhanced, he added.

Routine court work must be done in a thorough and solid manner, guided by the principles of fairness and justice, to enhance the quality, efficiency and effectiveness of case adjudication, and to ensure that the public feels justice has been done, he said.

The inspection group also visited local front-line judicial staff and  talked with those working at  service windows and courts, mediators and litigants, either face-to-face or via video link.
