On April 25, the leading Party members group of the Supreme People's Court (SPC) held a meeting to work out measures to ensure every complaint letter receives a reply.

According to the meeting, the SPC has been carefully organizing research and studies and is actively working out plans on handling complaint letters, with some circuit tribunals and courts at various levels having made initial achievements in their pilot practices.

At the meeting, SPC President Zhang Jun said that a negative attitude towards complaint letters will harm the credibility of the judiciary and erode the ruling foundation of the Communist Party of China.

He urged courts nationwide to better shoulder their functions in trial work and make every effort to solve problems involving people's livelihoods in a timely manner with determination.

Zhang said handling litigation-related complaint letters and visits can help the courts identify the problems and deficiencies in judicial trials, enabling them to offer tailored guidance to lower-level courts. He also stressed the importance of the governance of litigation at the source.

As a systematic project, it requires comprehensive and scientific planning to deal with complaint letters, Zhang noted, adding that supportive measures and digital technologies should be applied to optimize the arrangement and court heads should play a leading role in handling major and complex cases mentioned in the letters.
