He Xiaorong, male, Han ethnicity, was born in November 1963 and is a member of the Communist Party of China (CPC). He holds a postgraduate diploma and has a PhD of Law degree. He is Vice-president and member of the Leading Party Members Group of the Supreme People's Court (SPC), a member of the SPC's adjudication committee, the Presiding justice and secretary of the leading Party members sub-group of the Fourth Circuit Court of the SPC, and a justice of the second rank.
