The park sits northwest of the Qianxinan city of Xingyi, about 20 kilometers away from the downtown area. It's at the boarder of Yunnan and Guizhou. The Nanning-Kunming railway runs across the park. It's an important distribution and trade site for local coal to get down to Guangzhou and Guangxi.  

The park has a planned area of 24.98 square kilometers and 6.36 square meters of land has been developed. It focuses on electric power generation, a chemical industry featuring nitramine and urea, a coal industry featuring coal exploitation, washing and transport, and a building materials industry featuring cement and new wall materials. The park was named one of those poised to be valued at 10 billion yuan in 2015 on Jan 30, 2011. It was named a 10-billion-yuan model park by the provincial economy and information commission on June 26, 2012. 

A total of 27 projects settled in the park by the end of 2012, with above-scale output value at 5.6 billion yuan. Major projects include Guizhou Yixing Chemical's 300,000-ton-per-year nitramine production, Guizhou Electric Power Development Co's Xingyi power plant (phase II), Guizhou Qiangui Jinzhou Building Materials Co's 4,500-ton-per-day clinker dry-method cement production project, Fujian Puxinyuan Industry Co's 600,000-cubic-meter-per-year coal ash aerated concrete brick laying project, and Tengyi New Thermal Insulating Wall Co’s 600,000-square-meter-per-year project.
