NPC Standing Committee launches law enforcement inspection on Vocational Education Law

The National People's Congress (NPC) Standing Committee launched a nationwide inspection on the enforcement of the Vocational Education Law on June 1. The enforcement inspection aims to ensure the full, correct and effective implementation of the law, advance the development of a modern vocational education system, promote the integration of vocational and general education as well as industry-education collaboration, enhance the key capabilities of vocational schools and further strengthen the adaptability and attractiveness of vocational education.

The Vocational Education Law was promulgated and took effect in 1996, and was comprehensively revised in 2022. According to the first plenary meeting of the NPC Standing Committee's law enforcement inspection team, the inspection will combine field inspections in selected localities with inspections entrusted to provincial-level people's congress standing committees, with a view to improving the overall efficiency and effectiveness.

From June to September, the inspection team will conduct field inspections in Tianjin municipality, Liaoning, Jiangsu, Zhejiang, Jiangxi and Hunan provinces as well as the Ningxia Hui autonomous region. The standing committees of the people's congresses in Fujian, Henan, Sichuan and Shaanxi provinces and the Xinjiang Uygur autonomous region have been entrusted to inspect the implementation of the law within their respective administrative regions.

Through a range of measures such as listening to reports from local governments and relevant departments, holding symposiums, conducting field visits, distributing questionnaires and carrying out random inspections, the inspection teams will gain a comprehensive understanding of the law's implementation and identify and clarify major issues in its enforcement.

The inspection will focus on seven key areas, namely the fulfillment of statutory responsibilities and the development of relevant supporting systems, the establishment of a modern vocational education system, the progress in deepening industry-education collaboration and school-enterprise cooperation, the coordinated development of vocational and general education, the improvement in key capabilities of vocational schools, the efforts to strengthen support and safeguards for vocational education, as well as existing problems, challenges and suggestions regarding the law's implementation.
