Inspection report shows progress in enforcement of rural vitalization promotion law

New progress has been made in implementing the law on the promotion of rural vitalization, according to an enforcement inspection report delivered at the 37th session of the 13th National People's Congress (NPC) Standing Committee on Oct 28.

The State Council and local governments at all levels have comprehensively enforced the law and put into effect the major principles, systems and key requirements prescribed by the law in all aspects and whole process of works concerning agriculture, rural areas and farmers. Efforts have been made to implement the provisions on promoting the revitalization of rural industry, talent, culture, ecology and organization, advance urban-rural development and accelerate the modernization of agriculture and rural areas, according to the report.

The report also noted main problems affecting the law's implementation, such as the complicated environment due to the COVID-19 pandemic, the downward pressure on the economy and the accelerated changes unseen in a century. The challenges found in the enforcement inspection include the gap to meet people's expectations for better lives, the new difficulties to ensure the stable production and supply of grains and other important agricultural products, and the necessity to improve the quality of industrial development in the countryside.

In line with decisions made at the 20th National Congress of the Communist Party of China, the report called for the full, accurate and comprehensive implementation of the new development philosophy, the improvement of areas of weakness, and good governance according to the law.

The law on the promotion of rural vitalization came into force on June 1, 2021 after it was adopted by the NPC Standing Committee on April 29 the same year. The national legislature then inspected the enforcement of the law from June to September this year.
