The 13th National People's Congress will convene its fifth annual session in Beijing on March 5.

To prepare high-quality proposals for the session, the Standing Committee of the Jiangsu Provincial People's Congress organized a team of NPC deputies for an inspection tour in Taizhou and Yangzhou from Jan 6 to 7, focusing on the construction of a new industrial system and the innovative development of advanced manufacturing in Jiangsu.

Chen Zhenning, deputy to the National People's Congress and deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, participated in the inspection.

The team inspected manufacturing enterprises such as LG Electronics, Yangzijiang Pharmaceutical, Great Wall Motors, Jiangsu Bioperfectus Technologies, Yangzhou Yangjie Electronic Technology in the two cities and held symposiums to listen to reports on the cities' construction of modern industrial systems and progress of manufacturing transformation.

The deputies noted that Taizhou has a full consensus on how to build a city of strong economy with industry development. It has achieved remarkable results in building a modern industrial system and promoting innovation and transformation of the manufacturing sector. The city has overall plans to stabilize its current economic operation and achieve long-term high-quality sustainable development.

Taizhou has firm confidence in grasping various favorable factors and superimposing new opportunities to achieve faster and better economic and social development during the 14th Five-Year Plan (2021-25) period.

The deputies also learned about Yangzhou's active response to the severe challenges of the COVID-19 epidemic and detailed introduction of their year-to-year work arrangement.

It was suggested that Yangzhou should reorganize and start again and make itself a good example in forming a favorable momentum in economic and social development as soon as possible in the post-epidemic stage.

The city must unswervingly focus on innovation and highlight local characteristics in building a modern industrial system and pursuing high-quality development of manufacturing. It should strive for breakthroughs in key sectors and build its own brand in the overall optimization of this development. Bearing in mind political goals and the big picture, deputies at all levels should perform their duties according to law.

During the inspection, the deputies gave various suggestions based on different  situations of the enterprises they visited. 

The deputies also had a discussion on selected topics and proposals prepared for this year's upcoming National People's Congress.

The deputies said that they will make full use of the outcomes achieved from multiple inspections in the process of proposal preparation, take root in the grassroots, conduct in-depth thinking and analysis, and form proposals that are well-founded and have long-term significance, advancing the overall quality of proposals of the Jiangsu delegation to a higher level.
