BEIJING -- Minister of Public Security Guo Shengkun on Wednesday delivered a report to the country's legislature on the ministry's efforts to standardize police conduct over the last five years.

About 1.8 million officers have acquired fundamental law enforcement qualifications and another 544,000 have obtained mid-level qualifications, Guo said in a report delivered to the ongoing third meeting of the Standing Committee of the twelfth National People's Congress (NPC).

Guo said the ministry plans to issue top-level qualifications to officers who have acquired mid-level qualifications this year, adding that officers who are not properly qualified will not be permitted to enforce the law.

The ministry has created a series of regulations to rein in improper officer conduct, he said, adding that officers must abide by the regulations at all times.

Ninety-eight percent of the country's police stations have been assigned a supervisor to inspect the officers as part of efforts to ensure the quality of law enforcement, he said, adding that monitoring is taking place at 90 percent of police stations to ensure that interrogations are properly conducted.

Guo said all information obtained through interrogation must be recorded in a police databank in strict accordance with relevant regulations.

Police engaging in on-the-spot law enforcement have been equipped with audio-visual recording devices to ensure that they are behaving properly, Guo said.

Guo also covered social stability in his report, stating that an increasing number of transient people has made it more complicated to maintain stability. online crime like gambling and fraud has also been on the rise.
