Xinghua city, located in East China's Jiangsu province, is helping local enterprises to obtain real estate ownership certificates when their projects complete construction, significantly shortening the time from construction to production for the firms.
This is in response to the findings of an investigation conducted last year. It found that on average, it took 65 days for Xinghua companies to file for completion acceptance after passing the acceptance inspection, which is not conducive to the timely start of output.
In June last year, the city designated three pilot projects to implement an innovative mode, striving to ensure the projects obtained their real estate ownership certificates within five working days after completion and acceptance.
After selecting the pilot projects, Xinghua's bureau of housing and urban-rural development compiled a pilot project service manual and sent a special team out to provide on-site guidance.
During the establishment process, the team conducted phased on-site inspections and provided guidance based on the progress of projects. This ensured the construction of projects and the phased data met the requirements.
Now, after a project meets the completion acceptance conditions, the special team guides the construction unit to promptly organize the project completion acceptance.
By the end of last year, all three pilot projects had achieved completion acceptance and obtained real estate ownership certificates within five working days, significantly saving time and costs.
