Xinghua city, located in East China's Jiangsu province, has launched a model "issuing certificate upon completion" approvals service for major industrial projects to speed things up so they can start production early.
In June, a stainless-steel fastener production and intelligent warehousing base that was recently completed in the Xinghua High-tech Zone was selected as a pilot project for the model.
After the pilot project was selected, Xinghua's bureau of housing and urban-rural development, bureau of natural resources and planning and the local Dainan town government formed a special team to coordinate with the project construction unit.
On June 28, members of the special team invited professional personnel to provide technical guidance services at the project site.
As a result, the project received its real estate ownership certificate when it was completed on Aug 21.
Since the launch of the service model, municipal departments in Xinghua have proactively analyzed the approvals process and key points of engineering project construction and service matters, studied service lists and compiled service manuals.
The departments have also acted to provide on-site technical guidance, continuous process guidance and pre completion guidance, paving the way for businesses to quickly complete the rectification of any problems encountered in the construction process and to fast-track approvals.
