The Taixing High-tech Zone – located in Taixing city, East China's Jiangsu province – has adopted a raft of financing methods to carry forwards the advanced protection of its ecosystem and environment, as well as economic and social development.
The zone has followed the Ecology-Oriented Development, or EOD mode, realizing both economic prosperity and ecological harmony.
This strives to promote the effective integration of ecosystem and environment governance projects, with strong public welfare and related industries realizing great returns.
The EOD projects conducted in the zone – with a total investment of 4.58 billion yuan ($631.22 million) to date – cover the comprehensive green improvement of Fengqi Lake, construction of sewage treatment plants and construction of sewage treatment plant tail water purification wetlands, among other things.
To get funds for the construction of projects, the zone has established an energy conservation and environmental protection industry investment fund – with Taixing Zhiguang Environmental Protection Technology Co Ltd, a wholly-owned State-owned enterprise in the zone, as the operator.
Through investment and financing methods, such as enterprise investments, bank loans, bonds and financing leases, project implementation is being advanced.
As the main implementation entity of the projects, Zhiguang is conducting the water eco-friendly governance and integrated development of related industries.
"By implementing EOD projects, a standard factory building occupying 420,000 square meters was introduced, which has attracted over 100 enterprises to settle there," said Xu Hui, director of the zone's management committee.
"The tax payment per square kilometer of the industrial core area has increased from the previous level of less than 80 million yuan to 140 million yuan," Xu added.
