Fast-track approval launches biopharma project in Taixing two months early

Construction is underway two months ahead of schedule at an 8.3-hectare biopharmaceutical site in Taixing, thanks to an innovative government service approach. The 2.5-billion-yuan ($373.36-million) expansion project, led by a global industry leader, is projected to generate 2 billion yuan in annual sales and 20 billion yuan in tax revenue upon completion, filling a critical gap in the local healthcare industry chain.

Faced with a strict global order deadline requiring construction to begin in September, the project initially risked severe delays due to traditional land approval timelines that would have pushed ground-breaking to November. To prevent the company from missing a vital market window, a local dedicated service team pioneered a streamlined approval framework.

By replacing sequential reviews with simultaneous checks and advanced error-proofing, the team cut the official land approval process down to just three days. Furthermore, by executing land listing preparations and construction drawing pre-audits in parallel, authorities achieved a "ready-to-build upon acquisition" milestone.

Local officials plan to institutionalize this "pre-inspection plus dedicated team tracking" model as a standardized service procedure, ensuring more major projects benefit from Taixing's efficient business environment.
