Companies in Taixing, a county-level city in Taizhou, Jiangsu province, are increasingly writing the rules rather than simply following them, with local enterprises leading the development of 23 national standards that are reshaping industry norms and accelerating the city's shift from manufacturing to innovation.
The standards-driven strategy has transformed firms from market participants into rule makers. Jiangsu Yangzi Refining Engineering, for instance, spearheaded the drafting of China's first unified national standard for cleanroom doors, set to take effect on Sept 1, 2026. The standard fills a long-standing regulatory void and signals the company's evolution from a construction contractor into an integrated research, manufacturing and standards-exporting enterprise.

Similarly, Jiangsu Zhonggong Advanced Equipment Research Institute has leveraged its secretariat roles on two national technical committees to help draft 22 national standards in robotics, high-efficiency permanent magnet motors and precision transmission systems. "Market competition is ultimately a contest of technology and standards," said Wang Changlu, the institute's general manager.
Citywide, 56 local enterprises have contributed to 168 national standards, leading 23 of them, while 45 organizations have participated in 113 industry standards, chairing 22. Municipal regulators have facilitated connections between companies and national standardization bodies to amplify local influence.
As one executive noted, top-tier companies sell standards. By securing a seat at the rule-making table, Taixing's industries are upgrading their competitive edge and redefining China's manufacturing benchmarks.
