The government of Taixing city, administered by Taizhou city in East China's Jiangsu province, signed an agreement on June 5 with the government of Jiangyan district in Taizhou, on the exchange of major atmospheric pollutant indicators.
Under the emission reduction allocation system, Taixing will exchange 71.48 metric tons of its volatile organic compound index for 50.17 tons of the particulate matter index of Jiangyan district.
"Due to the different industrial features of each region, there may be certain differences in the emissions reductions and reserve of various pollutant indicators," said Zheng Yixin, director of the Taixing bureau of ecology and environment.
"The cooperation of the replacement has allowed scarce total quantity indicators to flow in an orderly manner and complement each other's strengths and weaknesses," he added.
Zheng added that the replacement would serve major projects that were recently approved in Taixing – a large steel structure and metal pressure vessel manufacturing plant being erected by Jiangsu Haiyuan Heavy Industry Co Ltd and a wind power intelligent complete equipment manufacturing plant being operated by Huierxin Machinery (Taixing) Co Ltd.
The remaining part of the exchange will be included in the city's reserve fund to serve a thermal power project, a national key foreign-funded project that will be submitted for approval by the end of the year.
