Jiangyan district in Taizhou city, East China's Jiangsu province issued a set of guidelines recently called the Implementation Opinions on Promoting Digital Transformation of Government to promote the digital transformation of local authorities.
The opinions are dedicated to widely applying digital technology to government management services while optimizing government governance processes.
This year, Jiangyan plans to focus on the "143" mechanism – one core engine, four areas and three systems – to implement the project.
The core engine refers to digital resources, which mainly cover the region's data, algorithms and computing platforms.
Eight application scenarios will be set up around four application areas – digital government services, industrial economy, urban and rural governance, and social life.
To ensure the implementation, three systems of statistics, evaluation and assessment will also be established.
Currently, there are two platforms set to be launched in April. One is named "Yanshanghui" and is aimed at providing services for enterprises. The other, called "Yanshangkangyang", is a comprehensive platform that integrates data from such fields as medical care, travel and daily services.
Jiangyan plans to establish a basic government digital framework system by the end of this year, and achieve its overall goal within 2025.
