Hailing district in Taizhou city, East China's Jiangsu province, has implemented multiple measures to optimize its business environment, and it has achieved good results in the first half of 2023.
By upgrading its service platform, Hailing district has enabled new companies to handle administrative procedures on one platform, rather than multiple sites. In the first half of the year, 1,626 companies completed the entire start-up process within just 8 hours.
Regarding project approval, the district has optimized its approval process and innovate service measures in a bid to get a head start in project construction. Hailing has also moved to reduce its inspection period for domestically-invested projects worth over 100 million yuan ($13.99 million) and for foreign-invested projects worth over $10 million.
The entire approval process for these projects has been compressed from 45 working days to within 30 working days.
Hailing has also upgraded its electronic system for processing tax refunds, which reduces the average queuing for taxpayers by 70 percent and the average processing time by 40 percent.
In terms of government services, Hailing has organized for more than 30 staff members from 10 government departments to visit faraway towns. These staff members are capable of handling 49 approval service items, making it convenient for local companies and residents to handle matters.
