Updated : 2024-11-20

The special issue of Guangming Daily, "Red Boat Spirit", reported on the experiences and insights gained from the 40 years of reform and innovation in the Guangzhou Development District (GDD).

Established in 1985, the district introduced the concept of "Building (Governing) the Zone According to Law". It enacted the "Interim Regulations of Guangzhou Economic and Technological Development District", providing legal safeguards for foreign investment.

Over the past 40 years, GDD has attracted over 5,000 foreign-funded enterprises. In 2023, foreign investment exceeded $3 billion for the first time, ranking first among national-level economic development districts for five consecutive years.

This year, the revised regulations aim to break development bottlenecks and optimize the business environment. GDD has instituted reform initiatives, including the implementation of the "Sunshine Check" system for administrative approvals and the establishment of specialized institutions to enhance achievements in institutional innovation.

With a service philosophy of "Everything for the enterprise, everything for the investor", GDD deepens reforms to drive high-quality development. In recent years, the district has continuously promoted actions to protect intellectual property rights in the digital economy, attracting numerous emerging enterprises to settle in.

Technological exchange and cooperation are flourishing, with young entrepreneurs from Hong Kong, Macao, and other places collaborating in the district.

GDD has established a cluster of strategic scientific and technological innovation platforms, providing abundant resources and support for researchers and entrepreneurs and injecting new vitality into Bay Area technological innovation.
