Recently, the market regulation bureau of Huangpu district issued a special food production license to Health and Happiness (H&H) Group, allowing them to conduct food production in the laboratory on the seventh floor of the Research and Development (R&D) complex at No 10 Guangbao Road, Huangpu district.
This move signifies that H&H Group's research and development center can now engage in both food research and production, marking a pioneering effort in Guangdong province.
Traditional food production models often separate R&D and production, leading to long innovation conversion cycles. To address this issue, the market regulation bureau of Huangpu district introduced the "one location, dual use" pilot reform, permitting food enterprises to carry out both R&D and production in the same place, reducing the costs of launching new products.

H&H Group is among the first beneficiaries of this reform. With equipment upgrades, their R&D center now has the capability for small-scale production. With the special food production license in hand, the company can swiftly introduce new products to the market, promptly gather consumer feedback, assess market demands and risks, thereby better managing costs and investment risks.
Officials from the market regulation bureau of Huangpu district stated that the reform not only brings about resource optimization and cost savings but also enhances the competitiveness of enterprises, sparking innovation vitality.
