Huangpu issues measures to improve utilization efficiency of industrial land

The "Implementation Measures for Improving the Utilization Efficiency of Industrial Land in Huangpu District, Guangzhou" was recently issued and implemented.

The measures stipulate the scope and handling procedures for the location of new industrial land, the proportion of supporting administrative office and living service facilities, the access conditions for increasing the floor area ratio of industrial land, pre-approval review, simple situations and general circumstances. At the same time, hierarchical control measures are proposed for large-scale industrial land, and reference construction indicators such as floor height, parking configuration, and floor load are clarified.

In addition, it also clarifies the provisions on the signing of supplementary contracts for industrial land, the adjustment of supporting proportions, and the standard for calculating the supplementary payment of transfers. After the land-using unit signs the contract for the assignment of the right to use of the land, it does not need to go through the procedures to adjust the contract for the assignment of the right to use of the land without involving changes in the planning conditions.

The measures specify how to dispose of industrial land that has been left idle or fallen into default.

If the land has been left idle for between one and two years due to the reasons concerning the land-using unit, and that party obtains the right to use of the land by way of transfer, a fee of 20 percent of the price of the transferred land shall be levied.

Where a land-using unit acquires the right to use of the land by way of allocation, a fee of 20 percent of the allocated land price shall be levied.

In the event there is no allocated land price, a land idle fee shall be charged at 20 percent of the price of the right to use of the land at the time the land was allocated.
