Guangzhou's Huangpu district released 10 measures on promoting the inheritance and innovative development of traditional Chinese medicine during an April 24 press conference, which were the first specialized preferential policies on TCM among national economic development zones.
Among these measures, several are the first of their kinds in China. The measures aim to construct a TCM talent hub, establish high-end academic exchange platforms, build a TCM innovation valley, and encourage fund investment, aiming to cluster global high-end TCM resources in Huangpu, as well as promote the TCM inheritance and innovation.
TCM talent teams that settle in Huangpu can receive a subsidy of up to 15 million yuan ($2 million) and high-caliber talent are encouraged to carry out various kinds of TCM inheritance events. Those undertaking national or global high-end meetings or forums on TCM can receive a subsidy of 30 percent of their actual cost, which is up to a maximum amount of 1 million yuan.
The measures encourage the integrated development of medicine and engineering science. Those building experimental platforms, proof of concept centers, and test bases can receive a subsidy of 30 percent of the construction cost up to a maximum amount of 10 million yuan. For those building major national laboratories, the subsidy will be 50 percent of the construction cost up to a maximum amount of 50 million yuan.
