The Trust Construction program of Guangzhou's Huangpu district has been upgraded to a 3.0 version to reward enterprises with good credit and safety records.
The work plan of the program, first released in 2018, was upgraded to a 2.0 version at the beginning of 2020. As of now, 101 local projects have benefitted from the program with the average construction time cut by six months.
A press conference is held on July 29 to announce the 3.0 version of Huangpu's Trust Construction program.
After the introduction of a project, Huangpu will guide the enterprise to develop plan designs in advance, and offer free technological review. The land use permit will be issued concurrently with the signing of the land transfer contract.
The enterprise can apply for one construction permit covering three stages, while previously they had to prepare materials to apply for a permit for every stage, which was a lengthy process.
Industrial projects with social investment are able to obtain a construction permit with a commitment letter before a third-party institution entrusted by the government reviews the construction drawings.
Huangpu allows enterprises to get down to work without administrative approval in multiple ways, including power and water supply and earthwork transportation, as long as they have a commitment and supervision in place.
In addition, the district has established China's first dedicated institution to help coordinate the construction process for enterprises – the Huangpu Private Economy and Company Service Bureau.
