Guangzhou's Huangpu district has recently released a series of policies with incentives aimed at propelling the high-quality development of innovation and entrepreneurship incubators.
The newly recognized national, provincial and municipal scientific and technology enterprise incubators will receive one-time rewards of 1 million yuan ($153,900), 500,000 yuan and 250,000 yuan respectively.
A one-off reward of 250,000 yuan, 200,000 yuan and 100,000 yuan respectively is available for newly identified national professional, national registered and provincial maker spaces.
National incubators evaluated as having outstanding or fine performance in recent three years and also making use of local idle plants or buildings for the construction of another incubator of the same level will be subsidized 20 percent of expenses to a maximum amount of 5 million yuan.
However, the new incubator should be operated by its wholly owned or holding subsidiary and also recognized by science and technology authorities at provincial level or above.
Incubators with a direct investment of more than 100,000 yuan to an enterprise under incubation will be granted a reward equal to 10 percent of their investment to the maximum amount of 1 million yuan once the enterprise is recognized as a high-tech enterprise by the district.
Those introducing an investment of more than 500,000 yuan from social institutions to an enterprise under incubation will receive a reward of 10,000 yuan once the enterprise is recognized a high-tech enterprise by the district. The maximum reward for each incubator won't exceed 5 million yuan annually.
Overseas incubators with international influence that set up branches in Huangpu will be subsidized 20 percent of rent, renovation and equipment purchase expenses to a maximum amount of 5 million yuan after the branch is recognized by science and technology authorities at municipal level or above.
Incubators will be granted a one-off reward of 300,000 yuan for helping a scientific and technological enterprise go public in China. They will respectively receive one-time rewards of 300,000 yuan, 200,000 yuan and 100,000 yuan for helping an enterprise recognized a unicorn, a potential unicorn or a gazelle enterprise by district science and technology authorities. A one-time reward of 100,000 yuan is available to every newly added high-tech enterprise. The maximum reward won't exceed 3 million yuan for each incubator annually.
Only the construction of professional incubators allows for an increase in the plot ratio of industrial land. Professional incubators with specific requirements on floor height can apply to planning approval authorities to conduct research or an expert review for the determination of the calculation methods of the plot ratio.
